  • Citizens Police Academy | Tulsa Police

    The Citizen's Police Academy is an adult education program introduced in the U.S. by the Orlando Police Department in 1985. Due to its popularity the concept quickly spread throughout the country and the Tulsa Police Department implemented the Citizen's Police Academy program a short time later. CITIZENS POLICE ACADEMY WHAT YOU SHOULD KNOW The Citizens Police Academy is an adult education program introduced in the U.S. by the Orlando Police Department in 1985. Due to its popularity the concept quickly spread throughout the country and the Tulsa Police Department implemented the Citizens Police Academy program a short time later. The course is designed to introduce citizens to the various operations, protocols and procedures of the Tulsa Police Department. Relevant topics such as, use of force, firearms training, pursuit driving and criminal and narcotic investigations are part of the curriculum. It is taught by veteran TPD officers who will discuss the challenges of policing a large, diverse, urban center. It is an opportunity for citizens to interact with police officers in an educational environment to foster the understanding and mutual respect that is necessary to build a safer community for all. The course is free of charge to citizens who live, work or attends school in Tulsa. It meets on Tuesday evenings from 6:00 p.m. to 9:00 p.m. and is 13 weeks in duration per course. Some of the classes feature hands on learning but the course is not physically taxing. Due to the sensitive nature of portions of the curriculum a criminal background check is part of application process. There is no law enforcement authority or law enforcement credentials conveyed to any citizen who completes the program. It is adult education designed not only to teach but to make the process fun and interesting. Applications can be found here .

Sharon King Davis I am so proud to be a 4th generation Tulsan that was taught our family value….helping people, especially those that are less fortunate than you and make the world a better place. Attended Tulsa Public Schools and had such great leadership training when my classmates and I opened Nimitz Jr. High and Memorial High School and we named the teams, chose our colors/songs, started the school clubs and generally were a big part of the school. I graduated from Colorado Womans College, Denver and returned to Tulsa. I was blessed to be married to Coleman Davis for 38 years years before his death and we raised 3 beautiful daughters and 2 “perfect” grandbabes. It has been an Honor to Chair and lead the efforts for Tulsa’s year long Centennial Celebration plus be asked by the Governor to Chair Oklahoma’s Kickoff CENTENNIAL Celebration here in Tulsa, during which I led the efforts for the unearthing of the 1957 Time Capsule containing “Ms Belvedere”, the Plymouth Belvedere. I have loved serving on numerous Tulsa non-profit Boards, as well as City and State Boards, Authorities and Commissions over the past 40 yrs. One of my favorites, is The Little Lighthouse. At LLH miracles happen daily with special needs children and the facility is completely tuition free! Currently serving TCC Foundation Board, Arts Alliance Tulsa Board, The Tulsa Historical Society Board, City of Tulsa Election Commission and the River Parks Authority. It has been my civic honor to serve the City of Tulsa by leading 3 voter initiatives that were successful. My greatest joy was teaching my preschool Sunday School class for 38 years before retiring. . Aziz Mayahi Aziz Mayahi is a first-generation American of Iranian descent. Him and his wife, Amanda, have three boys (including 5-year-old twins!). Aziz is a Tulsa native and graduated from Memorial High School in 1995. He went on to graduate from the University of Oklahoma in 2001 with a degree in Letters. Aziz says his first career was in the restaurant business where he eventually became a proprietor of Mohagany. His current career includes working in sales at SummitESP, a Halliburton service that manufactures pumps for the oil and gas industry. In his spare time, Aziz officiates high school football, coaches a youth soccer team, likes to cook, and spend time with his family. Aziz represents the Riverside Division in his work with the Community Advisory Board. Aziz says he wanted to get involved to try and understand law enforcement from a different perspective. He says, “Hopefully, with a broadened sense of what policing is, I can help advise on better policies and practices.” George Bashaw George was born and raised in Tulsa, Oklahoma. He has lived brief stents in a few large cities, but he chose Tulsa as home. George is a graduate of DePauw University. George is married, and a father of four. He is also the owner of Allied Towing. George represents the Riverside Division in his work with the Community Advisory Board. George is grateful for the sacrifices that police officers make for his and the community’s benefit. Specifically, he is proud our department which has shined during some of the most challenging times in modern history. George says “There is no better time than the present to understand, help, and appreciate what TPD is facing and doing.     The Tulsa Police Department was initially awarded CALEA Accreditation in Advanced Law Enforcement in 2005 and was recently awarded a Meritorious fifth reaccreditation award in 2021. ACCREDITATION The Commission on Accreditation for Law Enforcement Agencies (CALEA) is a National, Nonpartisan, and Independent 501© (3) Organization. CALEA was created in 1979 as a credentialing authority through the joint efforts of law enforcement’s major executive associations; Police Executive Research Forum (PERF), the International Association of Chiefs of Police (IACP), National Organization of Black Law Enforcement Executives (NOBLE), and the National Sheriffs’ Association (NSA). CALEA advances policing through innovation and science using standards to promote efficient resource allocation, best practices, technical advancement, and evidence-based strategies. CALEA requires that the Tulsa Police policy and procedures are thoroughly researched and reviewed to ensure that they are meeting an international best practice in providing law enforcement services. He has a Bachelor of Arts degree from Oklahoma State University. He served as a sworn officer and supervisor with the Tulsa Police Department from 1995 - 2019. Prior to Tulsa, Matt worked for the Oklahoma State University Police Department from 1991-1995. The Tulsa Police Department’s Public Safety Communications Accreditation Manager is Ken White. Ken is a CALEA Certified Accreditation Manager with over 37 years of 911 communications experience. He has a Bachelor of Science degree from Oklahoma State University. The Homicide Unit consists of one Lieutenant, two Sergeants, and ten Detectives. The unit works as a team from start to finish to solve cases. The unit also coordinates with federal authorities on investigations involving Native Americans. CRIME SCENE The Tulsa Police Crime Scene Unit’s primary responsibility is to process major crime scenes, including homicides and suicides. The unit also serves as an investigative support unit to detectives and field operations. MAJOR CRIMES The Major Crimes Unit serves as the lead investigator for felony assaults, DOAs, suicides and stalking cases. The MCU also often gives community presentations, tours, and accepts interns throughout the year for college students interested in forensic work. ROBBERY UNIT The Tulsa Police Robbery Unit is composed of one Lieutenant, one Sergeant, and six Detectives. The unit investigates Robberies with Weapons, Robberies by Force, Extortion, Kidnappings for Extortion, and some weapons offenses. The Robbery Sergeant is assigned as an FBI Task Force Officer who coordinates with the FBI and Federal Prosecutors reference Federal prosecutions. All members of the unit are partial TFO’s with the FBI through the Safe Trails Task Force that deals with McGirt issues. BURGLARY UNIT The Tulsa Police Burglary Unit investigates all crimes where burglary is the primary offense. Those include First Degree Burglary, Second Degree Burglary, Knowingly Concealing Stolen Property, Breaking and Entering, Buying or Receiving Stolen Property, and False Declarations of Ownership. The unit consists of nine detectives and three supervisors who investigate Residential Burglaries, Commercial Burglaries, Burglaries from Vehicles, and includes a pawn-shop detail that tracks merchandise at pawn shops. AUTO THEFT UNIT The Tulsa Police Auto Theft Unit is responsible for follow-up investigations and preparing cases for prosecution of all vehicle theft-related crimes. These crimes include Larceny of a Motor Vehicle, Unauthorized Use of Motor Vehicles, Embezzlement of Vehicles, Chop Shop Operations, as well as inspecting, identifying, and investigating vehicles with missing or altered Vehicle Identification Numbers. The Auto Theft Unit is also responsible for inspecting salvage yards and investigating thefts of “heavy equipment” defined as construction or agricultural equipment. SPDER UNIT The Tulsa Police Sexual Predator/Digital Evidence Recovery Unit (Previously Cyber Crimes) consists of two Supervisors and three Detectives. Unit members are credentialed Oklahoma State Bureau of Investigations Internet Crimes Against Children (ICAC) Task Force Officers. Some members of the unit are also Homeland Security Investigations (HSI) and Federal Bureau of Investigations (FBI) Task Force Officers. The unit investigates Internet Crimes Against Children involving the Production, Possession, and Distribution of Child Exploitation Material (child pornography), Lewd Proposals to a Child Involving the Internet, Enticement of a Child, and other ICAC related crimes. The unit also assists other units in the Detective Division and other divisions across the department with the recovery and processing of digital evidence from a variety of electronic devices. SVOR UNIT The Sex and Violent Offender Registration Exploitation Unit (previously Exploitation) investigates all missing or kidnapped children, runaways, and Amber Alerts. The unit also manages Sex and Violent Offender Registration and Enforcement. The unit is made up of one Lieutenant and three Officers. DOMESTIC VIOLENCE UNIT The Tulsa Police Domestic Violence Unit investigates all domestic-related assaults on adults including Shootings, Stabbings, Kidnappings, Strangulations, and Violations of Protective Orders. The unit works closely with the Family Safety Center, Domestic Violence Intervention Services, and the Tulsa Forensic Nursing Staff to ensure victims receive all the resources that are available to them as well as collect all evidence necessary for arrests and prosecutions. The unit has one Lieutenant, one Sergeant, and six Detectives. ORGANIZED RETAIL CRIMES UNIT The Organized Retail Crimes Unit investigates all reported larcenies at retail locations committed by individuals or groups that are habitual or coordinated in their efforts. The ORCU’s focus is on serial offenders. FINANCIAL CRIMES UNIT The Tulsa Police Department Financial Crimes Unit is comprised of seven Detectives and two Supervisors who investigate Financial Crimes and Financial Exploitation of senior citizens. Financial Exploitation involves the fraudulent use of stolen or manufactured checks, credit or debit cards, drivers’ licenses, ID cards or other documents to acquire cash or things of value. The Senior Services Unit investigates neglect, abuse or exploitation of senior citizens or vulnerable adults, working closing with Adult Protective Services. In 2022, the unit began working with a special prosecutor funded through grant money to work specifically on elder exploitation cases. FUGITIVE WARRANTS UNIT The Fugitive Warrants Unit is responsible for locating persons with outstanding felony warrants, particularly those for violent crimes. The unit commonly coordinates with other state, local, and federal agencies to bring violent fugitives to justice. The unit is made up of one Lieutenant, two Sergeants and six Detectives. CHILD CRISIS UNIT The Tulsa Police Child Crisis Unit is made up of one Lieutenant and six Detectives. The Child Crisis Unit is tasked with investigating crimes against children, including child abuse, child sexual assault, and child death cases. SPECIAL VICTIMS UNIT The Tulsa Police Special Victims Unit investigates incidents that involve sexual assaults or sexually related offenses. The Unit focuses on cases involving victims whose current age is 14 or older even if the actual offense occurred at a much younger age. PROPERTY ROOM The Tulsa Police Property Room’s mission is to ensure the correct packaging, storage, and handling of all property turned over to the Tulsa Police Department and to preserve the chain of custody of all items received. This includes collaborating and partnering with local, state, and federal law enforcement agencies as well as working daily with the TPD Forensic Lab to ensure timely and proper testing of evidence. VICTIM SERVICES UNIT Created in January of 2020, the Victim Services Unit provides trauma responsive, victim centered, and culturally appropriate services to those impacted by criminal circumstances within the City of Tulsa and ensures that all crime victims, witnesses and survivors, and Tulsa Police Department personnel have access to consistent and comprehensive information regarding the constitutional and statutory rights of crime victims.
