Welcome to the Tulsa Police Department's monthly newsletter! We've seen some great police work this month, including participation in key community events. Let's take a look at the last month as we move into May.
Community Conversations
In April and May, Tulsa Mayor Monroe Nichols and city leaders are hosting a series of Community Conversations as part of the Mayor's efforts to bring local government directly into local neighborhoods.
Police Chief Dennis Larsen and command staff are among those taking part in the conversations.
Here are the remaining dates:

Recognizing Tulsa Police Dispatchers
This month we celebrated our 911 Dispatchers during National Public Safety Telecommunicators Week!
Last year, Public Safety Communications/911 received more than 880,000 emergency and non-emergency calls. Our Dispatchers are the lifeline, working 24/7 to connect citizens in need with Police Officers, Firefighters, and Paramedics.
Mayor Monroe Nichols and the Tulsa City Council signed a joint proclamation to mark the nationwide celebration that recognizes and thanks public safety telecommunicators for answering emergency calls and providing vital support to first responders.
Academy Class 130 Graduation
Earlier this month, 14 new Tulsa Police Officers and 1 Fire Investigator graduated from the Tulsa Police Academy.
For the first time, one of the APOs graduated the Tulsa Police Academy and received a 4-year degree at the same time through our Degree Pathway Program.
Three of our APOs are first-generation immigrants who were born in Sweden, Mexico, and Spain. The Fire Investigator is also a Captain with the Tulsa Fire Department.

911 Dispatcher Graduation
This month, two new City of Tulsa 911 Dispatchers graduated from the academy.
Congratulations to Richard and Stephanie!
The class spent the last six weeks going through an extensive Public Safety Center academy, learning everything from Tulsa geography to call types, interviewing skills, and 10-codes.

New helicopter hangar unveiling
We kicked off April with a ribbon-cutting ceremony behind the Tulsa Police Academy for the department's new hangar and heliport facility.
The state-of-the-art facility enhances air support capabilities, ensuring Officer safety and improved response times across the city.
Chief Dennis Larsen, Mayor Monroe Nichols and Tulsa City Council Chair Phil Lakin, Jr. all spoke at the event.


Gilcrease Division
The highlight for the Gilcrease Division was bringing back “Coffee with a Cop.” This is an event that’s fairly common in other areas of town, typically hosted by Starbucks or McDonald’s, but that’s not the case for GID.
We took a different approach to bring this event back, by working with the Downtown Tulsa Partnership, who helped us identify two local coffee shops interested in partnering with us. We held “Coffee with a Cop” at Coracle Coffee and Topeca Coffee in Vast Bank, which brought about interesting and thought-provoking conversations with the downtown community.
We have a third “Coffee with a Cop” planned for next month at Foolish Things Coffee Co. and hope to continue this effort, making more connections with local business owners and community members within the Gilcrease Division.

Mingo Valley Division
MVD Officers had a blast joining local families at community egg hunts and bringing smiles during our favorite tradition, Coloring with a Cop. We were also proud to be a part of and support the Mayor’s first Community Conversations event, which drew an impressive turnout and sparked meaningful dialogues across our city.
This weekend, don’t miss the Heroes and Family Safety Event, and stay tuned for more Community Conversations with the Mayor. Looking ahead, May is shaping up to be just as exciting. We’re gearing up for the Asian American Night Market in East Tulsa and can’t wait to visit local schools to teach kids about community helpers and the role we all play in keeping each other safe.

Riverside Division
Riverside Officers had the opportunity to connect with the community at the Chic-fil-a location at Tulsa Hills this month.
Officers got to have conversations with local families and color with some pretty talented kids!
Department leadership will also be a part of the Mayor's Community Conversations events in an effort to hear out the citizens in the communities being served by RID Officers.


Tulsa murder suspect found in Mexico
Tulsa murder suspect Angel Ibarra was taken into federal custody in Mexico to face murder and shooting charges in a quadruple shooting that left two Tulsa teenagers dead in February.
Angel Ibarra, 19, is charged with two counts of 1st Degree Murder in the deadly shooting of two 18-year-olds, Arturo Degollado and Jett Brummett, at an apartment complex in east Tulsa on February 8th, 2025.
Ibarra is also charged with two counts of Shooting With Intent to Kill. An 18-year-old and a 19-year-old were both hospitalized with gunshot wounds after the shooting.
18-year-old Christopher Atjun and 16-year-old Joseph Melendez are already in custody and are also charged with 1st Degree Murder.
This is an arrest, not a conviction.
